About the role

We are seeking an experienced Money Laundering Reporting Officer (MLRO) to lead Finmo’s regulatory and financial crime compliance framework in Hong Kong.


This is a critical regulatory role under the Hong Kong Anti-Money Laundering and Counter-Terrorist Financing Ordinance (AMLO), responsible for:

  • Acting as the appointed MLRO for the Hong Kong entity
  • Owning and defending the AML/CFT framework end-to-end
  • Serving as the primary interface with regulators and law enforcement
  • Ensuring Finmo scales in Hong Kong without compromising compliance integrity

The MLRO is expected to exercise independent judgment in the discharge of AML/CFT responsibilities, including escalation and reporting decisions where necessary.

Key Responsibilities

MLRO & Regulatory Accountability (Core Mandate)

  • Act as the designated MLRO for Finmo Hong Kong, with full accountability for AML/CFT compliance
  • Review, investigate, and determine escalation of internal suspicious activity reports (SARs) and file external reports to relevant authorities (e.g. JFIU)
  • Serve as the primary liaison with regulators and law enforcement agencies
  • Ensure compliance with AMLO, MSO licensing requirements, and applicable regulatory guidelines
  • Establish and maintain policies, procedures, and governance structures to proactively manage compliance and financial crime risks in cross-border payments, fintech, and digital financial services
  • The role will maintain direct access to senior management and governance stakeholders where required in the discharge of MLRO responsibilities.


AML/CFT Framework Management

  • Continuously enhance Finmo’s AML/CFT framework across KYB/KYC standards, transaction monitoring and screening, sanctions and PEP controls, and EDD standards for higher risk sectors such as financial services, fintechs, and VASPs
  • Ensure suspicious transaction monitoring and reporting processes are robust and defensible
  • Drive a risk-based approach across onboarding, monitoring, and periodic reviews


Product & Business Enablement

  • Partner closely with Global Compliance, Product, Engineering, and Operations teams to embed compliance into product design and payment flows, while enabling compliant launches of new features and corridors
  • Assess AML/CFT risks associated with new products, payment flows, corridors, partnerships, and technology implementations prior to launch
  • Provide clear, practical guidance on regulatory requirements in Hong Kong without slowing down business unnecessarily
  • Support commercial and banking discussions, including banking partner due diligence, compliance reviews, and governance discussions


Regulatory Engagement & Licensing

  • Lead interactions with Hong Kong regulators, including the Customs & Excise Department and HKMA where relevant, as well as law enforcement agencies
  • Support licensing applications, renewals, and ongoing regulatory obligations
  • Manage regulatory inspections, audits, and thematic reviews
  • Represent Finmo in regulatory engagements, industry forums, and governance discussions


Governance, Reporting & Assurance

  • Prepare materials and provide regular reporting and updates to senior management, governance committees, and Board stakeholders where required.
  • Ensure strong second-line oversight across regulatory compliance and financial crime controls
  • Drive remediation of control gaps identified via audits, reviews, or incidents
  • Maintain a clear and auditable trail of compliance decisions and actions


Training and Culture

  • Develop and deliver AML/CFT training programmes tailored to business units
  • Promote a strong compliance culture across the Hong Kong entity
  • Act as a trusted advisor to internal stakeholders



Required knowledge and experience

  • 5+ years of compliance Experience in the financial services, fintech, or payments industries, with expertise in regulatory risk management and global compliance frameworks.
  • Experience in fintech / payments / startup environments highly preferred
  • Prior experience as MLRO / Deputy MLRO / FCC Lead in Hong Kong strongly preferred
  • Proven track record in AML/CFT programme design and execution, regulatory engagement and audits, as well as transaction monitoring and investigations
  • Strong working knowledge of Hong Kong AMLO requirements, MSO licensing regimes, FATF standards, KYB/KYC frameworks, transaction monitoring systems, and suspicious transaction reporting obligations
  • Demonstrated sound judgement and independence, particularly in high risk or sensitive compliance matters
  • Ability to balance risk vs business pragmatism
  • Clear and confident communication with regulators and senior stakeholders
  • Ability to make sound, risk-based decisions in complex or time-sensitive situations
  • Comfortable operating strategically while remaining close to operational execution and decision-making (not purely advisory)
  • Ability to build and mature compliance controls within a high-growth and evolving operating environment.


Preferred Qualifications

  • Experience in cross-border payments, merchant acquiring, virtual accounts, stored value flows, or money services businesses (MSB) is advantageous.
  • Experience working with regulatory bodies (HKMA, E&CD, MAS, AUSTRAC etc).
  • Industry certifications such as ACAMS, ICA, or OCEG Compliance & Risk Management qualifications.
  • Project management expertise (PMP, Lean Six Sigma, or equivalent) is a plus
